SC VINICOLA AVEREȘTI 2000 SA ., with registered office in Averești village, Bunești-Averești commune, no. 1, VINEYARD FARM, Vaslui county, telephone: 0784204722, fax: 0235484001, e-mail: vinicolaaveresti@yahoo.com , contact person: Carmen Judeanu, invites you to participate in the procurement procedure by direct purchase, in order to award the contract for Design and Engineering Services for the preparation of the technical project and execution details, technical assistance from the designer for the Investment Program: "MODERNIZATION AND REHABILITATION OF BUILDINGS FOR PRESENTATION, SALE AND TASTING WINES" - project financed by the APIA program, Market Measures Directorate, Foreign Trade, EGF funds, approved according to Notification no. 2329/28.07.2022.

  1. Chosen procurement procedure : In compliance with the legal provisions, the chosen procurement procedure is direct procurement with publication of an announcement on the company's own website , considering that the estimated value is lower than the threshold in the Applicant's Guide, Edition VI, revision 4, respectively 270,120 lei excluding VAT.
  1. Estimated contract value : 199,850.00 lei excluding VAT, of which:
  • Technical project and execution details – 157,350.00 lei excluding VAT
  • Technical assistance from the designer: 42,500.00 lei excluding VAT

The offer will specify the hourly rate and the number of people who will work.

  1. Estimated direct purchase schedule :

– Estimated date of evaluation of offers: 05.10.2022;

– Estimated contract signing date: 06.10.2022.

  1. The period of time during which the bidder must maintain its bid valid: until the date of signing the service contract
  2. Award criterion : the lowest price while respecting the minimum requirements. The offer with the lowest price offered will be analyzed first, and if it meets the needs of the contracting authority, the award is made without analyzing the other submitted offers.
  1. Subject of the contract : Design and engineering services for the preparation of the technical project and execution details, technical assistance from the designer for the Investment Program: "MODERNIZATION AND REHABILITATION OF PROPERTIES FOR PRESENTATION, SALE AND TASTING OF WINES"

The services will be provided in accordance with the provisions of Government Decision 907/2016.

  1. Duration of service execution:

– preparation of the Technical Project and execution details - maximum 60 calendar days from the date of signing the contract.

– technical assistance services from the designer will be provided until the completion of the construction works.

  1. Minimum technical requirements:

The economic operator submitting the offer must be registered in accordance with the law in the Trade Register, and the subject of the contract must have a corresponding CAEN code/codes in the Certificate of Determination issued by the National Office of the Trade Register. Bidders will present within the offer the Certificate of Determination issued by ONRC no older than 6 months from the date of submission of the offer.

  1. Investment Program Description:

The project provides for modernization and rehabilitation works of two existing buildings C1 and C3 with the proposed function of wine sales, marketing and tasting spaces and the construction of two new buildings C9 - technical space and C10 - connecting building between C1-C3.

-function: Administrative and social cultural construction;

– height regime: Sp + P (partial basement + ground floor);

-S built: Sc = 383.0 sq m (of which S_covered_terraces = 21.3 sq m)

Proposed situation

-function: Space for presentation, sale and tasting of wines;

– height regime: Sp + P (partial basement + ground floor);

– Built area: Sc = 395.4 sq m (of which S_covered_terraces = 21.3 sq m)

Construction C3

Existing situation:

-function: Annex construction;

-height regime: P (ground floor);

Built area : Sc = 84.0 sq m

Proposed situation

function : Space for presenting and selling wines

Built area : Sc = 84.0 sq m

Construction C9 (proposed new construction)

-function : Technical space;

height regime : P (ground floor);

Built area : Sc = 42.5 sq m

Construction C10 (proposed new construction)

function : Connecting body;

height regime : P (ground floor);

Built area : Sc = 51.3 sq m;

The total value of the investment is: 8,648,228.48 lei excluding VAT.
